On 01/21/2023, at approximately 0345 hours, AST conducted a traffic stop for moving violations on Ski Hill Road in Soldotna. Investigation revealed Tiffany Woodward, age 30 of Clam Gulch, was impaired by alcohol and drugs and had no liability motor vehicle insurance. Woodward was arrested for driving under the influence and operating a vehicle with no insurance. She was remanded at the Wildwood pretrial facility.

On 01/21/2023, at approximately 0045 hours, AST conducted a traffic stop for a moving violation on the Sterling Highway in Soldotna. Investigation revealed the operator of the vehicle, Joshua McDonnell, age 40 of Soldotna, was operating the vehicle while his Alaska operators license was revoked. He was issued a misdemeanor citation for driving while license revoked and released.

Location: SewardType: MICS 2, MICS 3, MICS 4Dispatch Text:
On 01/21/2023 at 1428 hours, Seward AST conducted a traffic stop on the Seward Highway in Seward. The driver was identified as Scott T. Atherton, 32 YOA of Seward. The investigation revealed Atherton was in possession of Fentanyl pills with the intent to distribute. Further investigation revealed Atherton got the Fentanyl from Amber E. Massingale, 34 YOA of Seward. A search warrant was executed at Massingale’s residence in Seward. The search warrant resulted in the seizure of $174 US currency, a digital pocket scale, packaging materials, multiple ledgers, Suboxone, and amphetamine. Atherton was placed under arrest for one count of misconduct involving controlled substances (MICS) in the second degree. Massingale was placed under arrest for one count of MICS in the second degree, one count of MICS in the third degree, and one count of MICS in the fourth degree. Both were remanded to the Seward City Jail.

On 1/22/2023, at approximately 1635 hours, AST was dispatched to the report of a possible assault that had occurred in the area of Meadow Lakes Loop. AST arrived in the area and conducted an investigation with several parties present. Through investigation, it was determined Malia Walden (Age 18 of Big Lake) had assaulted another individual with a knife. Malia was subsequently arrested for Assault in the 3rd Degree, and was remanded at Mat-Su Pretrial without bail.

On 1/22/2023, at approximately 1030 hours, AST contacted a disabled vehicle in the middle of the roadway in Big Lake. The driver was identified as Brian Taylor, age 32 of Big Lake. Investigation revealed that Brian had an outstanding arrest warrant for the original crime of DWLR with a prior conviction. Brian was arrested and transported to Mat-Su Pretrial where he was remanded and held on a $200 bail.

Location: PalmerType: Fatal Motor Vehicle CollisionDispatch Text:
On 01/21/23 at 1942 hours, AST responded to the intersection of the N. Old Glenn Highway and E. Clark-Wolverine Road in Palmer for the report of a 2-vehicle head-on collision. Investigation revealed an 18-year-old male from Palmer, was driving a red 1996 Toyota SUV north bound on the Old Glenn Highway. Denise Duncan, age 49 of Palmer, was driving a blue 2015 Nissan Versa south bound on the Old Glenn Highway. Duncan attempted to turn left onto E. Clark-Wolverine Road without yielding to the red Toyota SUV resulting in a head-on collision. Duncan was declared deceased on scene and the other driver sustained minor injuries. There were no other occupants in the vehicles and impairment is not suspected. The SME responded for Duncan’s remains and her next of kin was notified by AST. The Old Glenn Highway was closed for approximately 30 minutes.

On 01/21/23 at approximately 2300 hours, Tok Alaska State Troopers took a third hand report of a domestic violence protective order violation. A message was left with the party who would have first hand knowledge and contact with the respondent. The investigation is ongoing.

On January 20, 2023 Troopers responded to 5190 Amherst Unit 10 for a 911 hang-up with a disturbance heard in the background. Investigation revealed Shaelene Akaran, age 28 of Fairbanks, called AST and then made a false report to Troopers on scene in an attempt to get the father of her kids arrested. Charges for False Report are being forwarded on Shaelene.

On 01/22/2023 at approximately 0034 hours, the Alaska State Troopers in Fairbanks responded to Old Fairbanks Nenana Hwy for a disturbance. The investigation revealed that Shiloh Dilbeck (36) of Fairbanks, physically assaulted her boyfriend. Shiloh was arrested and remanded to the Fairbanks Correctional Center on one count Assault 4 DV.

On 01/23/2023, at approximately 11:02 hours the Alaska State Troopers in Fairbanks were notified of a single motor vehicle accident involving a stop sign. The driver was contacted and denied any injuries. DOT was contacted to repair the stop sign.
