    On 10/18/2021 at approximately 1843 hours, AST responded to a Report Every Dangerous Driver Immediately (REDDI) report in the area of Meadow Lakes Dr. and Skyview DR. in Wasilla. Investigation revealed James Grim, 51-year-old of Anchorage, was operating his vehicle while texting and almost ran another vehicle off the road. Grim struck a disabled vehicle on the side of the road and drove into the ditch. Further investigation revealed Grim was operating on a cancelled driver license, is on parole, and had a $500.00 misdemeanor warrant out of Anchorage for Reckless driving. Grim was arrested on his Warrant and for violating his parole. Additionally, Grim was charged with Reckless driving and operating on a cancelled license. Grim was remanded to Mat-Su Pretrial pending arraignment.

    Type: Sexual Abuse of a Minor

    On October 16, 2021, at approximately 1500 hours, the Alaska State Troopers received a report that a teacher in Akiachak had sexually abused a juvenile. Troopers responded to Akiachak and investigated the allegations. Upon further investigation, it was determined that 48-year-old Akiachak resident John Hammonds had sexually abused a juvenile in August. Hammonds was arrested without incident and remanded to YKCC on four counts of sexual abuse of a minor on the first degree and four counts of sexual abuse of a minor in the second degree.     On 10/19/21, after further investigation, Tok AST arrested Justin West, age 30 of Tok in connection with this case. West was charged with Vehicle Theft 1st Degree and Tampering with Physical Evidence. West was subsequently remanded at FCC and held without bail.

     

    On 10/5/21 at approximately 1500 hours Tok AST responded to report of a suspicious circumstance at the corner of D St and the Alaska Hwy. On scene, AST learned the complainant had witnessed a male on his property attempting to steal items and chased him away. Based on the description of the male AST identified Sean Gallaher, age 32 of Tok, as a suspect. Gallaher was found to be on Probation in case 4FA-18-00419CR. Investigation led to the residence of Shane Champagne, age37 of Tok, where AST identified multiple items of the complainants stolen property, as well as a snow machine that was stolen in a separate, unreported case. Champagne was found to be on conditions of release in case 4TO-19-00059CR. Based on evidence at the scene, Shane Champagne was subsequently arrested and remanded at FCC on 1 count of Theft 2nd Degree (By Receiving) and 1 count of Violating Conditions of Release. On 10/7/21, AST located Sean Gallaher at a residence near mile 1320 of the Alaska Hwy. Gallaher was subsequently arrested and remanded at FCC for 1 count of Burglary 1st Degree, 3 counts of Burglary 2nd Degree, 1 count of Criminal Mischief 3rd Degree, 1 count of Vehicle Theft 1st Degree, 7 counts of Criminal Trespass 2nd Degree, and a Probation Violation. As of 10/8/21, both Sean Gallaher and Shane Champagne have been arraigned, Gallaher is currently being held on $60k bail, and Champagne is currently being held on $50k bail.

    Update: On 10/19/21, after further investigation, Tok AST arrested Justin West, age 30 of Tok in connection with this case. West was charged with Vehicle Theft 2nd Degree and Theft 2nd Degree (By Receiving). West was subsequently remanded at FCC and held without bail.

     

    Update: On 10/9/21, after further investigation, AST positively identified two more suspects in this case. As a result, Shane Champagne, age 37 of Tok, who was in custody on a separate case, was remanded at FCC on charges of Burglary 2nd Degree, Theft 2nd Degree, and 4 counts of Vehicle Theft 2nd Degree. The third suspect, India Douthit, age 28 of Fairbanks, was unable to be located by AST. Charges have been forwarded to the DAO and an arrest warrant has been requested for Douthit for charges of Burglary 2nd Degree, Theft 2nd Degree, Tampering w/Physical Evidence, Solicitation, and 4 counts of Vehicle Theft 2nd Degree.

     

    On 10/5/21, at approximately 1530 hours while investigating a burglary case in Tok, AST located a snow machine that was identified as being stolen in a separate, unreported burglary. Tok AST identified Brian Franzi, age 33 of Tok as a suspect in the case. Later that night, at approximately 2100 hours Tok AST located Franzi while responding to a separate suspicious circumstance call. Franzi was found to be in possession of items related to the burglary in Slana, including a 4 place snow machine trailer and a stolen snow machine. Franzi was subsequently arrested on 10/5/21 and remanded at FCC on 1 count of Theft 2nd Degree (By Receiving). After further investigation, on 10/7/21, Franzi was remanded on 1 count of Burglary 2nd Degree and 4 counts of Vehicle Theft 2nd Degree. Other suspects have been identified and the investigation is continuing. Anyone that may have information regarding this case is encouraged to contact Tok AST at 907-883-5111.

    On Sunday, October 17, 2021, at approximately 2121 hours, the Steese Area Volunteer Fire Department (SAVFD) received a report of a structure fire with suspected entrapment at an abandoned commercial garage on Winch Road in Fairbanks. While firefighters were extinguishing the fire, they located human remains. Troopers and a Deputy Fire Marshal responded to the scene. A deputy fire marshal determined the fire's origin to be above an oil stove at the rear of the structure and is consistent with a chimney fire. The human remains were sent to the state medical examiner for positive identification. The fire does not appear to be suspicious. The structure is a total loss.
