    On 12/28/2020 at 2130 hours, Alaska State Troopers responded to a residence near mile post 25 of the Kenai Spur Highway for a report of a disturbance. Investigation revealed Rhonda Waugh, 57 of Nikiski, had been involved in a physical altercation with a roommate. Waugh was arrested for Assault in the Fourth Degree Domestic Violence and remanded to Wildwood Pretrial where she was held without bail.

    On 12/28/2020 at approximately 1525 hours, Alaska State Troopers received a report of a theft from a residence on Clark Road in Palmer. Complainant reports $5000 in roofing shingles were stolen sometime over the weekend. Shingles are reported to be Owens Shingles – Onyx Black in color. Anyone with information related to this incident is urged to call Troopers at 352-5401 or Crime Stoppers 745-3333.

    Type: Failure to Stop, DWLR, Reckless Driving, Theft, MIC2,4,5. MIW3, VCOR

    Dispatch Text:

    On 12/28/2020 the Alaska State Troopers were on patrol in Houston Alaska. A Trooper attempted to stop a gray sedan for driving 9 MPH over the Posted Speed in a 45 MPH zone on the Parks Highway near mile 57. The driver of the sedan failed to stop at the direction of the Trooper and the Trooper pursued the vehicle southbound.  Another Trooper was able to spike the vehicle near the Gorilla Fireworks stand at mile 52 of the Parks Highway. The spike was successful, but the vehicle continued to travel southbound towards Wasilla on rims. Eventually the vehicle lost control and crashed into the ditch at mile 48.5 of the Parks Highway. With the assistance of the Wasilla Police Department and other Troopers both the driver and passenger were detained. The driver was identified as Gail Nosal age 23 of Fairbanks and the passenger Ethan Wiehl-Ortiz age 22 of Anchorage. Investigation revealed that Ethan was a convicted felon and was in possession of a stolen firearm and another firearm. Troopers applied for a search warrant for the vehicle and found Schedule I, II and IV controlled substances. Both Gail and Ethan were transported to Mat Su Regional Medical Center for medical clearance. Both were then transported to Mat Su Pretrial where they were remained without Bail. Gail was remanded on the charges of Failure to Stop at the Direction of a Peace Officer, Driving while License Revoked, Theft in the Second Degree, Reckless Driving, Misconduct Involving a Controlled Substance 2,4,5. Ethan was remanded on the charges of Misconduct Involving a Controlled Substance 2,4,5, 2 count so Misconduct Involving a Weapon, Theft in the Second Degree and Violating Conditions of Release.

    UPDATE: Two law enforcement officers utilized their service weapon during the officer-involved shooting on 12/25/2020, one of which was an Alaska State Trooper. The trooper involved is identified as Trooper Caleb Lloyd,  a 3-year veteran of the Alaska State Troopers.

    Additionally, a Wasilla Police Department officer utilized their service weapon during the incident. He is identified as WPD Officer Nate Lecours, a 3-year veteran of WPD and has a total of 5 years of law enforcement experience.  

    ORIGINAL RELEASE: On 12/25/2020 at 0023 hours, MATCOM received a call reporting a domestic disturbance.  The caller stated her boyfriend, Joseph Frantz, 35 of Palmer was going to kill her.  The caller got to a point where she could no longer speak with dispatch but kept the line open.  Frantz was heard in the background saying he was going to kill the caller and a shot was heard.  Troopers, Wasilla Police Department and Palmer Police Department responded to the residence. 

    When contact was made at the door, the caller was ushered to safety by Troopers, as Frantz opened fire on Troopers and a WPD Officer from what appeared to be an ambush position.  A Trooper and WPD Officer returned fire and injured Frantz.  No officers were injured.  Frantz was taken into custody and transported to a local hospital where he is being treated for non-life-threatening injuries. 

    Court Services Officers with Judicial Services are providing round the clock guard of Frantz until he is released from the hospital.  When released, Frantz will be remanded to Mat-Su Pretrial on four counts of Attempted Murder in the First Degree, three of which are on a law enforcement officer and the other is DV related.  Additional charges will also be filed, as the investigation revealed that Frantz shot at the neighbor's residence moments before Troopers arrived.  GIU and ABI conducted the investigation. ABI has assumed case responsibility.

    Update: On 12/28/2020, at approximately 1130 hours, Alaska State Troopers tool Michael Flores into custody. AST had received a tip that Flores was walking on the side of Vine Road and were able to contact him and take him into custody.

    On 12/27/2020 at approximately 2031 hours, Alaska State Troopers received a report of a stabbing at a residence on Phenix Avenue in Wasilla.  Investigation revealed that Michael Flores, age 29, was in an argument with his girlfriend and hit her in the side with a blunt object causing minor injury.  When Michael’s mother told him to leave the residence, he stabbed her in the throat with an unknown pointed object.  Michael fled the scene before Troopers arrived.  His mother was transported to Mat-Su Regional Medical Center by EMS and is expected to survive.  Michael was tracked to a nearby residence but eluded capture by fleeing the area on snow machine before Troopers and Wasilla Police arrived.  An arrest warrant is being requested for Michael on one charge of DV Assault II and one charge of DV Assault IV.

    UPDATE 12/31/20: On 12/30/2020, a four-person search crew was flown from Anchorage into Chignik Lake with dive gear and side-scan sonar equipment. At approximately 1818 hours, AST was notified that Nicholas Garner’s body was recovered underwater and brought back to Chignik Lake. The SME’s Office was contacted, and Garner was released to family.

    Original: On 12/26/2020 at 1516 hours, Fairbanks AST received a report that two individuals on snowmachines had broken through the ice on Chignik Lake. One good Samaritan boat responded from Chignik lake, however, the boat could not reach them due to ice. At approximately 1830 hours a US Coast Guard helicopter arrived on scene and was able to rescue Kevin O’Domin, age 24 of Chignik Lake; Denise Bereskin, age 21 of Chignik Lake; Taylor Lind, age 24 of Chignik Lake; Jamie O’Domin, age 29 of Chignik Lake; and a 16-year-old minor of Chignik Lake; Additionally, the Coast Guard was able to recover the body of Fred Shangin, age 42 of Chignik Lake who was deceased from cold water exposure. The Coast Guard transported all to Chignik Bay. Nicholas Garner, age 39 of Chignik Lake, remains missing and was not recovered by the Coast Guard. Local search efforts for Garner have been unable to search due to a winter storm. Search efforts will resume once the storm clears.

    Investigation revealed that Lind, Shangin, and Garner had loaded a snow machine on the bow of a skiff and were transporting it to the north side of Chignik Lake when they hit a wave and capsized. The skiff floated for about a half-hour until they were able to get the edge of the ice on the lake and Lind self-rescued. Shangin could not get off the boat and succumbed to the cold while drifting on top of the boat. Nicholas hung onto the side of the boat, but was not able to hang on, and submerged under the water and did not reappear. Kevin O’Domin and Bereskin were on the shore and could not get to the boat to help with the rescue. A second boat arrived with Jamie O’Domin and the 16-year-old minor to assist with the rescue and was also extracted by the Coast Guard with the original group. No parties on the boat were wearing life vests when it capsized. A total of five souls were rescued with one deceased and one still missing.

    On 12/28//2020 at 0004 hours the Alaska State Troopers in Fairbanks conducted a traffic stop for a moving violation on Peger Road.  Investigation determined the driver, Arthur Simmons, age 55 from Fairbanks was operating his vehicle while being suspected to be under the influence of marijuana.  Simmons was arrested for DUI and remanded to FCC where he was released on his own recognizance.

    On 12-26-2020 at about 2026 hours, Troopers responded to a local Hotel/apartments for a report of a disturbance. Contacted were 41-year-old Delta Junction resident Jacob Decker and 66-year-old Delta Junction resident Sherry Decker. Based off the information provided no arrestable incident could be established at the time. On 12-27-2020 during follow up and with new creditable information, it was established that Jacob Decker assaulted a family member, committed an Assault in the 2nd and 4th degree, Burglary in the 1st degree, Theft in the 2nd degree and Robbery in the 2nd degree. Later, 12-27-2020, it was further established that Sherry Decker was also involved in the Burglary, Robbery, Theft and in Hindering Prosecution in the 1st degree. Both Jacob and Sherry Decker were arrested, transported and remanded with above stated charges, to the Fairbanks Correctional Center, with bail set at no bail as per statute.

    On 12/28/2020 at 1839 hours the Alaska State Troopers in Fairbanks received a request for a subject removal at a gas station on College Road in Fairbanks.  Troopers contacted Olesa Zagharova, age 39 from Fairbanks who refused to leave the gas station.  Zagharova attempted to fight with the Trooper on scene during the arrest.  Zagharova was arrested for Criminal Trespass 2nd, Disorderly Conduct, and Resisting Arrest and remanded to FCC where she was released on her own recognizance once sober.  Alcohol was considered to be a contributing factor.

He was issued a correctable citation and has 30 days to show proof he had a valid license at the time of contact.

    On December 27, 2020, at approximately 3:20 pm, Alaska Wildlife Troopers contacted 52 year old Wasilla residents Sheila Baldwin and Michael Baldwin while they were sport fishing at Big Lake. Subsequent investigation revealed Sheila and Michael did not have valid 2020 Sport Fish Licenses in possession. They were issued correctable citations and have 30 days to show proof they had a valid license at the time of contact.
