Department of Public Safety AdvisoryLocation: Seward Hwy MP 45
Advisory Text:Update 9:15pm: The avalanche at mile post 45 of the Seward Highway has been cleared. The highway is now open.
Update 5:15pm: The highway closure is expected to last three hours.
An avalanche is currently blocking the Seward Highway near milepost 45.0. Alaska DOT is en route to the area to assess the slide area. At this time there is no estimated duration for the closure.

AK21032302Location: SoldotnaType: Burglary 1, Theft 4 and Criminal Mischief 3
On March 29, 2021, AST received a report of a burglary in progress. AST responded and located Merissa Osmar (26) of Kenai inside the residence. Merissa was arrested for Burglary 1, Theft 4 and Criminal Mischief in the 3rd degree. She was transported and remanded at Wildwood Pre-Trial.

AK21032194Location: Sterling, AKType: Fail to Stop 1st / Reckless Driving/ DWLR
On 3/28/2021 at approximately 1857 hours, Alaska State Troopers attempted stopping a silver 2003 Ford car near milepost 65 Sterling Highway for speeding, in excess of 100 miles per hour. It failed to yield, passing several vehicles recklessly, and at high speeds. After approximately 7 miles, the vehicle stopped. The driver was identified as Roy Glenn Collins, age 47 of Kenai. He was arrested for Fail to Stop at the Direction of a Peace Officer 1st, Reckless Driving and Driving While License Revoked. He was remanded at Wildwood Pretrial Facility and held with no bail pending arraignment.

AK21032254Location: KenaiType: REDDI / DUI / REFUSAL / VCOR
On 3/29/21 at approximately 0031 hours, Soldotna AST received a REDDI report in reference to a black Ford truck near Wildwood Drive in Kenai. AST located and stopped the vehicle for an equipment violation near Kenai Spur Highway and North Forest Lane. Subsequent investigation resulted in the arrest for Lisa Weilbacher, age 55 of Soldotna, for DUI, Refusal to submit to a breath test, and violation of conditions of release. Weilbacher was remanded to Wildwood Pretrial Facility where she was held without bail pending arraignment.

AK21030512Location: PalmerType: Vehicle Theft 1
Update: AST contacted Cassidy Brown at her residence. Cassidy was arrested for Vehicle theft I, Theft I and Theft II. Cassidy was transported to Mat-Su Pretrial where she was remanded and held with no bail.
Original:On 3/24/2021 at approximately 1040 hours, AST received a report of a welfare check at a residence on Feltman Court in Palmer. Investigation revealed once on scene, AST recovered a stolen U-Haul box truck from that was from Anchorage. Cassidy Brown, age 33 of Anchorage rented the vehicle and never returned it to U-Haul. Anyone with information related to this incident is urged to call Crime Stoppers at 745-3333.

AK21031918Location: Knik GlacierType: Aircraft Crash
Update 3/29 1215: The survivor of the helicopter crash near Knik Glacier remains in serious but stable condition and is receiving medical care at an Anchorage area hospital. The survivor is identified as 48-year-old Czech Republic resident David Horvath.

Update 3/28 1650: The Alaska Army National Guard and volunteers from the Alaska Mountain Rescue Group have recovered the deceased from the helicopter crash site near Knik Glacier. Next of kin for the deceased have been notified, and they are identified as:
- 52-year-old Colorado resident Gregory Harms
- 56-year-old Czech Republic resident Petr Kellner
- 50-year-old Czech Republic resident Benjamin Larochaix
- 38-year-old Girdwood, Alaska resident Sean McManamy
- 33-year-old Anchorage, Alaska resident Zachary Russell (pilot)
The injured passenger remains in serious but stable condition and is receiving medical care at an Anchorage area hospital. The helicopter was an Airbus AS350B3 owned by Soloy Helicopters of Wasilla, Alaska. The group is believed to have been heliskiing in the area. The NTSB will conduct an investigation into the cause of the crash. The deceased have been turned over to the Alaska State Medical Examiner. The Temporary Flight Restriction that was in place over the Knik Glacier area has been lifted.
The Alaska State Troopers would like to thank the volunteers from the Alaska Mountain Rescue Group and our partners at the Alaska Army National Guard for their assistance in the recovery operations.
Update 3/28 1211: A temporary flight restriction is currently in place from 1100 hrs 3/28 to 1100 hrs 3/29 near Knik Glacier for a recovery mission. Pilots should avoid the area. More information and detailed coordinates can be found at: https://tfr.faa.gov/save_pages/detail_1_1372.html
Original: On March 27, 2021, at approximately 2200 hours, Alaska State Troopers were notified of an overdue helicopter and the location of possible crash debris in the area of Knik Glacier. The Alaska Rescue Coordination Center dispatched a rescue team who located the crash site. The rescuers found a sole survivor at the crash site and transported the individual for medical care; the survivor is currently in serious but stable condition. Five other occupants of the helicopter were found deceased. The Alaska State Troopers, Alaska Army National Guard, and Alaska Mountain Rescue Group will attempt recovery efforts at the crash site today. Next of kin notifications are ongoing. The NTSB will be conducting an investigation into the cause of the crash.

AK21032192Location: WasillaType: Search and Rescue
On 03/28/21 at approximately 1846 hours, AST received a report of an individual lost near Flat Lake. The complainant, Howard Harold, age 54 of Big Lake, stated he was headed to his cabin when he got stuck in 4 feet of snow. He reported having chest pains and frostbitten feet. Due to his reported medical condition, Lifemed was dispatched to locate and transport Harold. Once Lifemed was on scene, Howard refused medical treatment. Lifemed then transported him to Big Lake Airport, from where he was transported to his residence by AST.

On 03/29/2021 at approximately 1147 hours, Alaska State Troopers responded to 10100 E. Puffin Drive in Palmer for a report of a disturbance. Investigation led to the arrest of Jesse Hobart, age 33 of Wasilla, for Assault IV DV and Criminal Trespass I DV. Hobart was remanded to the custody of the Mat-Su Pretrial Facility and held.

AK21032015Location: WasillaType: Vehicle Theft
On 03/28/2021 at approximately 0848 hours, Alaska State Troopers received a report of a theft of a vehicle in Wasilla. Investigation revealed that the vehicle had been missing from approximately October to November of 2020 timeframe. The vehicle was impounded on December 16th of 2020 and the owner was notified. Investigation is still ongoing.

On 3/28/2021 the Alaska Wildlife Troopers cited Clarence Peele (38) of Ketchikan for retaining four undersize Dungeness crab. This offense has a set fine of $200 and does not require a mandatory appearance in the First Judicial District Court in Ketchikan.

On 3-29-21, at approximately 1445 hours, Alaska Wildlife Troopers contacted Denman Karl Ondelacy, age 58 of Anchorage, after it was discovered he failed to report a Raspberry Elk hunt. Ondelacy was issued a Alaska Uniform Citation to appear in court for Failure to Submit a Drawing Hunt Permit as required.
