  • AK21106564

    Location: Soldotna
    Type: DUI, MICS V, Assault on a Police Officer, Criminal Mischief V, Disorderly Conduct, and Promoting Contraband I

    Dispatch Text:

    On 09/12/2021, at approximately 0315 hours, AST conducted a traffic stop for moving and equipment violations on West Poppy Lane in Soldotna.  Investigation revealed the operator, Crystal Kirkpatrick, age 31, of Soldotna was impaired by and in possession of controlled substances.  She was arrested for driving under the influence and two counts of fifth degree misconduct involving controlled substances.  A search warrant was granted for a legal blood draw.  Kirkpatrick indicated she would resist the blood draw which she did.  During the blood draw she assaulted two troopers, created a loud disturbance at the hospital, and damaged personal and state property.  She was also arrested for two counts of fourth degree assault on a police officer, two counts of fifth degree criminal mischief, and disorderly conduct.  While being remanded at the jail more controlled substances were found concealed on her person.  She was also arrested for first degree promoting contraband.  She was remanded at Wildwood Pretrial.  The involved troopers received minor injuries which required no medical treatment.

    On 09/13/2021, at approximately midnight, AST responded to a report of people arguing loudly in the Soldotna area.  Investigation revealed that one of the involved people, Jacob Daniel, age 26 of Soldotna, had consumed alcoholic beverages and was impaired.  Daniel has court ordered conditions of release from a pending driving under the influence charge that prohibit him from possessing or consuming alcoholic beverages.  He was arrested for violating his conditions of release and remanded at Wildwood pretrial.

    Type: Assault 4th / Drunk on Licensed Premises / Criminal Trespass 2 / Resisting Arrest

    On 09/13/2021 at 0150hrs, AST Soldotna responded to 4 Royal Parkers, a bar in Soldotna, for the report of an intoxicated subject refusing to leave. Sean Ethan Otis Sikvayugak, age 21 of Anchorage, was heavily intoxicated and refused to leave after numerous requests by bar management. Upon arrival, Troopers and a Soldotna Police Officer attempted to place Sean under arrest, he resisted and headbutted a Trooper. The investigation resulted in Sean being placed under arrest for Assault 4th, access of drunken persons to licensed premises, resisting/interfering with arrest, and criminal trespass 2nd. 

    Sean was transported and remanded to Wildwood Pretrial.

    On 9/12/21 at 1138 hours, Alaska State Troopers responded to Baranoff Rd. in Nikiski for a report of a male who cut off his Pretrial Enforcement Division ankle monitor. The male was located and identified as Timothy William Hopper, age 33 of Nikiski. Hopper was arrested on charges of Escape 2nd degree and Violating Conditions of Release (for a felony). Hopper was remanded at Wildwood without bail.

    On 09/13/2021 at approximately 0724 hours, Alaska State Troopers received a report of suspicious circumstance in the area of Pamela St. in Wasilla. Further investigation revealed theft of multiple tools along with a stolen 2017 white Ford F250 utility truck bearing Alaska plate JNF335.     On 09/12/2021 at approximately 1545 hours, Alaska State Troopers responded to a report of a stolen license plate following an altercation at a residence near E Justin Road in Palmer. Travis Stowell, age 46 of Palmer, stated that a female had been on his property and stolen the license plate from his vehicle. Charge of Theft 4 is being forwarded to the District Attorney for review.

    On 9/6/21, at approximately 1926 hours, Alaska State Troopers, Palmer Post, received a REDDI report of a vehicle driving down the middle of the road near the Palmer-Wasilla Highway at Trunk Road.  The vehicle was subsequently contacted near 49th State Street.  Investigation revealed the driver, a 17 year old female juvenile, was operating the vehicle under the influence of alcohol.  The female was arrested and later released to their guardian after providing a breath sample.

    Final update: On 09/14/2021, after continued investigation the suspect’s identity is still unconfirmed. Federal law enforcement officials have declined to pursue federal criminal charges.

    On 09/13/2021 at approximately 0950 hours, Alaska State Troopers responded to a report of a suspicious package delivered to a local medical facility in Palmer. Investigation revealed the package contained a flyer with religious statements and a QR code, along with three vials of suspected biohazardous material. FBI EOD technicians responded and verified the contents of the vials to be human waste and biological fluids. The package and its contents were disposed of per biohazard waste removal standards. The suspect is believed be a woman in Florida and appears to be suffering from mental health related issues. Outside agencies were contacted for assistance, however she has not been positively identified. No injuries were reported associated with this incident.

    On 9/11/21, at approximately 2119 hours, the Alaska State Troopers were notified of an SOS activation from a satellite communication device with a message stating someone had been shot and they were approximately 8.5 miles off the Taylor Highway, near Chicken, Alaska. The Alaska Air National Guard Rescue Coordination Center (AKARCC) was notified. The U.S. Army Alaska's 1st Battalion, 52nd General Support Aviation Battalion, was notified by the AKARCC and utilized a UH-60 Blackhawk to locate and transport the hunter to Ft. Wainwright. He was then transported to a Fairbanks area hospital where he was pronounced deceased. Initial investigation by Alaska State Troopers revealed that Michael Easley, age 74 of Wasilla, had been shot while on a moose hunting trip. Next of kin has been notified. Investigation by Alaska State Troopers is on-going.

    Type: Fatal Motor Vehicle Collision

    On 09/12/2021 at approximately 1634 hours, Alaska State Troopers Dispatch in Fairbanks received a report of a motor vehicle collision involving a motorcycle and a pickup truck at mile 94 of the Steese Highway. Investigation revealed the driver of the motorcycle was attempting to pass a pickup truck as the truck was making a turn. The driver of the motorcycle was identified as Fredrick Schenk, age 76 of Central, Alaska. After approximately an hour and a half of life saving measures by Good Samaritans on scene, Schenk succumbed to his injuries. DOT&PF from the Montana Creek station assisted with traffic control. Next of kin has been notified.
