UPDATE 10/1:
On October 1, 2024, a tip from the public helped Troopers locate Danny Lowry and detain him for questioning. Charges for one count of Escape IV have been referred to the District Attorney’s Office. We appreciate all of the assistance from the public in locating Lowry.
UPDATE 9/25 4:45 pm:
On September 25, 2024, around 12:28 am, the Alaska State Troopers and Seward Police Department responded to the area of Balmat Street and Old Nash Road in Seward for reports that a female was unconscious after potentially being shot. Two adult males, including 55-year-old Seward resident Danny Lowry Jr., were detained by responding law enforcement while officers provided emergency first-aid care to the female. A firearm was recovered from Lowry as he was being detained. As law enforcement officers were providing first aid care to the female, Lowry fled the area on foot. Law enforcement officers were not immediately able to locate Lowry, and a coordinated manhunt was initiated consisting of the Southern AST SWAT Team, Southcentral AST SWAT Team, and other Kenai-Peninsula area law enforcement officers. Exhaustive search efforts for Lowry have been unsuccessful, and the SWAT Teams have demobilized from the Seward area while local law enforcement continues to search areas of interest for Lowry.
The female, 51-year-old Seward resident Billie Cubley, was declared deceased at a Seward area hospital after receiving a gunshot wound to the abdomen. Due to the circumstances, the Alaska Bureau of Investigation responded and began a thorough murder investigation into Cubley’s death. Based on their preliminary investigation, Troopers have determined that Cubley was likely struck by the bullet while Lowry was attempting to take the gun from Cubley after she threatened to shoot herself. It is unclear why Lowry fled the scene after being detained by responding law enforcement. An Escape in the Fourth Degree arrest warrant has been requested for Lowry. The investigation remains active and ongoing.
Cubley’s next of kin have been notified, and her body will be sent to the State Medical Examiner’s Office for autopsy.

ORIGINAL: The Alaska State Troopers are looking for 55-year-old Danny Lowry in the Seward area. Lowry is a person of interest in a violent felony crime that occurred early this morning in Seward. Lowry was last seen wearing a dark-colored hooded jacket near Balmat Street and Old Nash Road.

On 09/24/24 at approximately 1615 hours, a Court Service Officer with Palmer Judicial Services arrested Dena R. Russell, age 29, of Wasilla. A bench warrant had been issued for a Petition to Revoke Probation on the original charges of DUI and two counts Violating conditions of Release. Russell was served with the warrant while in-custody at the Highland Mountain Correctional Center. Bail was set at $1,000 cash performance.

On 09/24/2024 at approximately 1902 hours, Alaska State Troopers arrested Thomas Hawk, age 40 of Tuluksak, after he committed the crimes of Unlawful Contact and Violating Conditions of Release in a domestic violence case. Hawk was remanded to the Mat-Su Pretrial Facility and held without bail.

On 09/24/2024 at approximately 2109 hours, Alaska State Troopers conducted a traffic stop on a speeding and reckless driver on Parks Hwy near Seward Meridian Pkwy in Wasilla. Investigation revealed Ladanian Itta-Ipalook, age 20 of Anchorage, was driving in violation of his instruction permit. Itta-Ipalook was issued a misdemeanor citation, as well as a slew of moving violation citations, and released on his own recognizance.

On 9/24/24 at approximately 0820 hours, it was reported to the Alaska State Troopers in Fairbanks that a handgun was found on the side of the Richardson Highway. The weapon was collected and verified that it was not in stolen status. The owner was contacted, and they are in the process of retrieving the weapon.

On September 24, 2024, around 3:05 pm, the Alaska State Troopers were notified of an aircraft crash on the Porcupine River northwest of Chalkyitsik. DPS HELO2 responded to the crash site and located the pilot, and sole occupant, of the Cessna 206 deceased inside of the partially submerged plane. The pilot has been identified as 28-year-old Palmer resident Hannah Dollick. Next of kin have been notified. The NTSB has been notified and will investigate the cause of the crash.

On 09/25/2024 at approximately 0900 hours, Troopers received a warrant tip in the area of Rollage Road and Duck Pond in North Pole. Fairbanks Troopers responded to the area, located and contacted Arline Hanson. Arline had a $250 Midemeanor Warrant for failure to appear for arraignment. (ref 4FA-24-01275CR) Arline was taken into custody without incident.

On 09/25/2024 at approximately 1307 hours, Alaska State Troopers received a request to conduct a welfare check on a Mary A. Gibson, age 70, in the Tok area. Investigation revealed no suspected foul play, and the State Medical Examiner’s Office (SMEO) in Anchorage was contacted, and the death was reported. SMEO released Gibson’s remains for funeral arrangements and Blanchard’s Family Funeral Homes from Fairbanks responded for Gibson’s preparation. Next of kin was notified and condolences were offered.

On 09/24/24 at approximately 1740 hours, Fairbanks AST received a report of a stolen vehicle from Yak Road in Fairbanks. At approximately 1957 hours, the vehicle was located in the area of Bently Drive and Island Road in Fairbanks occupied by Rene Ozenna, 20 YOA of Fairbanks, Ozenna fled from AST in the stolen vehicle, leading AST on a brief pursuit before crashing into multiple vehicles at the Steese Highway and Airport Road intersection causing injury to herself and another motorist. Ozenna was charged with DUI, Felony Elude, Vehicle Theft, Assault 3rd Degree (two counts), Reckless Endangerment (four counts), and VCOR. Ozenna also arrested on active arrest warrants.
