On June 11, 2024, at approximately 0430 hours, the Alaska State Troopers in Fairbanks received information that Joseph Arabie, 36, of Fairbanks was located in a commercial building near Lakloey Dr. Arabie was absconding from supervised Parole (o/c Assault II) and had an outstanding $1500 misdemeanor arrest warrant for Assault 4th Degree (ref. 4FA-24-00715CR).

Fairbanks Patrol, the Criminal Suppression Unit, and members from the Aircraft Section and the Alaska Bureau of Investigation surrounded the building and attempted to call Arabie out. There was no response and Troopers began searching the building. Arabie was located in a crawlspace with equipment attempting to hide from Troopers and non-compliant with commands. K9 Kenny was deployed to apprehend Arabie. While K9 Kenny was attempting to apprehend Arabie, Arabie placed his legs around Kenny's neck in what appeared to be a scissor choke and appeared to begin strangling K9 Kenny. Troopers attempted less-lethal force options and attempted to manually free K9 Kenny from Arabie's grasp and engaged in an altercation with him within the crawlspace. 

Arabie was finally taken into custody and medically cleared before being remanded to the Fairbanks Correctional Center. Arabie is charged with with Parole Violation, Harming a Police Dog, Resisting Arrest, and Assault on Police Officer x2.
