Wildlife troopers in Anchor Point were contacted by conservation officers in New Mexico regarding possible residency violations occurring in Alaska. New Mexico conservation officers reported that a guide / outfitter from New Mexico may be obtaining Alaska resident hunting privileges illegally. Investigation determined that Franklin Keaton Waters 38 yoa of Artesia, New Mexico had obtained Alaska hunting / sportfishing licenses in 2023 and 2024 when he did not meet the definition of an Alaska resident. Waters was charged in Homer Court with Mutiple offenses including false Statement on an application, Failure to purchase locking tag, non-resident hunting without a guide, unlawful possession / transportation of game, failure to affix locking tag, seasons and bag limits for moose.
