On 5/16/26 at approximately 1332 hours, a Fritz Creek resident called AST to report a single vehicle rollover at approximately mile 18 East End Road. AST responded to the scene and subsequent investigation revealed that Carl Usoltseff (36 YOA) of Razdolna had been driving his vehicle under the influence of controlled substances. A warrant for Usoltseff’s blood to be drawn and sent to the DPS crime lab for testing was granted and the results show he was under the influence of methamphetamine. Usoltseff is on conditions of release for 3KN-25-00067CR, original charge DUI-drug, and they state he is to obey all laws and not possess or consume controlled substances. Usoltseff was issued a summons for DUI and VCOR on 7/1/26.
