On 09/21/2025 at approximately 1346 hours, AST received a report of a male that was discharged and is refusing to leave Mat-Su Regional Medical Center. Investigation revealed Phillip Pavala, age 60 of Anchorage, was discharged and was refusing to leave by flailing and hitting staff members. Further investigation revealed Phillip was in possession of controlled substances when he was admitted. Phillip Pavala was arrested and transported to Mat-Su Pretrial Facility where his bail was set at $1,000.

Summary:
On 9/21/25 at approximately 0442 hours, AST was in the area of Big Lake investigating a disturbance. A vehicle matching the description from the disturbance was located traveling in the area. Investigation found that the driver identified as Jennifer Redfox, 41 YOA, of Wasilla was driving while intoxicated. Jennifer was also found to have 2 prior convictions in the last 10 years. Jennifer was placed under arrest for Felony DUI. She then refused to Submit to a Chemical breath test. She was remanded to Mat-Su Pre-Trial for DUI and Refusal to Submit to a Chemical breath test.

On 09/19/2025 at 2321 hours the Alaska State Troopers responded to a single vehicle MVC with a moose near Mile 300 Parks Highway. Investigation determined there were no injuries, but the vehicle was severely damaged and disabled from the collision. The moose was collected by a charity. The driver and sole occupant of the minivan was not injured.

On 9/12/2025, at 0312 hours, Troopers stopped a silver van for traffic violations on Brock Road. The driver smelled of alcohol, admitted drinking, and rated himself a “3/10” on sobriety. SFSTs showed signs of impairment, and a PBT returned .098 BrAC. A DataMaster test later showed .073 BrAC, and the driver elected for an independent blood draw. He was arrested and remanded for DUI and violating probation.

On 09/21/2025 at approximately 1957 hours, Alaska State Troopers responded to a domestic disturbance in Fairbanks. Investigation revealed Andrew Baldassari, 23 YOA, assaulted a family member. Baldassari was arrested on a charge of Assault 4th Degree/DV and remanded to FCC.

UPDATE 9/21: In addition to the probation warrant, Westlake has now been charged with one count of Assault in the Third Degree. The VPSO who discharged their weapon in this incident is identified as:
· Northwest Arctic Borough VPSO Henry Martinez, who has served five years as a VPSO
The Alaska Bureau of Investigation is continuing their investigation into the incident.
UPDATE 3:45pm: State Troopers have arrested the adult male involved in this incident. 24-year-old Kiana resident Jaden Westlake has been remanded to Kotzebue Jail on an outstanding felony arrest warrant. Additional charges are expected to be filed as Troopers continue their investigation.
ORIGINAL: On September 18, 2025, around 1:00 am, a Village Public Safety Officer in the Village of Kiana responded to a disturbance involving a gun. The VPSO located the adult male suspect outside of a residence, armed with a gun. The VPSO gave commands to the man to drop the gun, but the adult male refused to comply with the orders and began approaching the VPSO while brandishing the gun. Due to the adult male's actions, the VPSO shot at the man multiple times with his duty sidearm. The adult man was not struck by the gunfire and fled the area on foot. The adult male was later disarmed and detained by family members. At first light on September 18th, multiple Troopers from Kotzebue responded to Kiana, along with investigators from the Alaska Bureau of Investigation. They have detained the adult male as they investigate the incident. No injuries associated with the incident involving the VPSO or the adult male have been reported to troopers.
The Alaska Bureau of Investigation will assume case responsibility and conduct a thorough investigation into the incident. Once their investigation is complete, it will be independently reviewed by the Alaska Office of Special Prosecutions. The VPSO who discharged their firearm has been placed on administrative leave in accordance with Northwest Arctic Borough policy. Their name will be released in 72 hours.
