On 10/2/2024 at approximately 2132 hours, Soldotna AST responded to a disturbance in Kenai. The investigation revealed Kenai resident Jeffrey Garlough, age 54, assaulted a family member. He was arrested for Assault 4, interfering in the report of a DV crime, and Trespass 2. After a brief struggle, Jeffrey was taken into custody and remanded to Wildwood Pre-Trial.

On 10/3/24 at about 1041 hours, AST conducted a traffic stop on Skyline drive in Soldotna for moving violations. The vehicle was driving down the center of the road, and in the wrong lane. The driver was identified as Glen Norris, age 67 of Sterling. Investigation revealed he appeared under the influence of an intoxicating substances and was arrested for DUI. He was booked at Wildwood Jail, and released without bail.

On 10/3/2024 at approximately 1040 hours, Court Services Officers assigned to Palmer Judicial Services remanded Brandon L. Miller, 42, of Wasilla for three outstanding arrest warrants. One warrant was for failing to appear for a pre-trial conference for the original charges of Criminal Trespass II and Violating Conditions of Release. The second warrant for failing to appear for a pre-trial conference for the original charge of Disorderly Conduct. The third warrant was for failing to appear at a pre-trial conference for the original charges of Assault IV and Petition to Revoke Probation. Miller was remanded on the warrants while in custody at Mat-Su Pretrial Facility in Palmer for unrelated charges with total bail set at $750 cash appearance.

On October 3rd, 2024, at approximately 08:46 hours, the Alaska State Troopers responded to a report of a male individual passed out in his truck, blocking the roadway on Vine Rd. Upon investigation, it was found that the driver, Alika Antrim, 21 years old from Wasilla, had provided a false name and had a warrant for his arrest for Driving While Suspended. Alika was subsequently arrested and taken to Mat-Su Pretrial where he was held on $250.00 cash bail.

Investigation revealed Sharon Charles, age 65 of Wasilla, had damaged property of a household member. Charles was arrested for DV Criminal Mischief 5th Degree. She was transported to Mat-Su Pretrial where she was held without bail.

On 10/2/24 at approximately 2315 hours, AST responded to the area of Sunset Rd for a report of a disturbance. Investigation revealed that Eldon J. Ennis age (32) of Wasilla, had assaulted a household member. AST arrested Eldon and transported him to Matsu Pretrial where he was remanded for assault in the fourth-degree domestic violence.

On October 2nd, 2024, at approximately 1634 hours Fairbanks AST received a report of a vehicle theft. The caller reported their F250 was stolen by an unknown male from Hilltop Truck Stop. The vehicle was later located near the Yukon Bridge in possession of Floyd Itta, age 55 of Fairbanks. Itta was arrested and remanded to FCC for Vehicle Theft in the First and an outstanding warrant.

On October 1, 2024, the Alaska State Troopers in Fairbanks initiated a search for two overdue hunters from Fort Yukon that were reported overdue. A DPS Cessna 206 was used to search the various rivers and sloughs near Fort Yukon with no signs of the two men upon initial search that was paused for the night. On October 2, searching continued by air using DPS helo-2 and a department fixed-wing Caravan along with Civil Air Patrol, a RCC Blackhawk based out of Fort Wainwright and two volunteer boats from Fort Yukon. At 2:00 pm on the 2nd, the two overdue hunters floated into the village of Beaver with a broken down motor and called to report they were okay. They stated their motor broke down and they have been camping and floating down the Yukon River for the past nine days. All searchers have been recalled from the field and accounted for.

UPDATE 10/6: After multiple days of thorough investigation, the Alaska Bureau of Investigation identified 20-year-old Hooper Bay resident Shaquille Carawan as a primary suspect in the violent murder of Novely Rivers and Abigail Olson. On October 5, 2024, Troopers arrested Carawan and remanded him to Yukon Kuskokwim Correctional Center on two counts of Murder in the First Degree, two counts of Murder in the Second Degree, Tampering with Physical Evidence, Misconduct Involving a Controlled Substance in the Third Degree and Furnishing Alcohol to Minors in a Dry Community. The Alaska Bureau of Investigation would like to thank the community of Hooper Bay for their assistance and for providing tips and information that aided the investigation. Dozens of Alaska State Troopers and law enforcement officers from the Alaska Bureau of Investigation, Statewide Drug Enforcement Unit, C Detachment Patrol, and FBI Safe Streets Taskforce vigorously investigated this violent crime with assistance from the Alaska Department of Law’s Criminal Division and Village Public Safety Officers from multiple locations.
UPDATE 10/4: The City of Hooper Bay and Native Village of Hooper Bay are offering a $10,000 reward for any person who provides information to the Alaska State Troopers that leads to the arrest and indictment of the person or persons responsible for the deaths of Novely Rivers and Abigail Olson.

ORIGINAL: On October 2, 2024, at 5:27 am, the Alaska State Troopers were notified that two adult females were located deceased at a residence in Hooper Bay. Patrol Troopers and Alaska Bureau of Investigation investigators responded to the community from Bethel by aircraft. The two females have been identified as 18-year-old Hooper Bay resident Novely Rivers and 18-year-old Hooper Bay resident Abigail Olson. Based on evidence at the scene, the deaths are being investigated as a homicide, and the Alaska Bureau of Investigation has assumed case responsibility. Ten Troopers from the Alaska Bureau of Investigation and Western Alaska Patrol have responded to assist with the investigation. No arrests have been made at this time, and Troopers are actively investigating tips and information as they are received. Both bodies have been sent to the State Medical Examiner’s Office for autopsy, and their next of kin have been notified.
