On 02/26/2025, at approximately 2344 hours, Alaska State Troopers conducted a traffic stop on a Dodge Journey on Clapp Road in Wasilla for speeding. Investigation revealed that the driver, Erika O’Donnell, age 30 of Wasilla was operating a motor vehicle after consuming alcohol. O’Donnell was arrested and transported to Matsu Pretrial where she was remanded for DUI and released on her own recognizance.

On 2/26/2025 at approximately 0322 hours, AST conducted a traffic stop on a vehicle near Parks Hwy & Rainbow St for an equipment violation. Investigation revealed that the driver identified as Shane Petrin, 38 YOA of Wasilla, was operating on a revoked driver’s license. Shane was issued a criminal summons and provided with a mandatory court date where he was released on his own recognizance.

On 2/19/25 at approximately 0023 hours AST conducted a traffic stop on a GMC Sierra on Lucille St. and contacted the driver Ron Debeaulieau, 21 of Wasilla. Drug paraphernalia was seen in the vehicle, and the vehicle was seized. A search warrant was granted and executed resulting in approximately 6 grams of methamphetamine being located. Charges of MICS 4 were forwarded to the DAO.

On February 26, 2025, at approximately 0605 hours, Alaska State Troopers received a report that Chris Tovez, age 32 of Wasilla, and Denali Laframboise, age 23 of Wasilla, were staying at a residence in Wasilla. Tovez had an outstanding felony warrant, while Laframboise had two misdemeanor warrants.
Patrol Troopers responded to the location and attempted to make contact at the front door. Upon their arrival, both individuals barricaded themselves inside the residence. South Central SWAT was activated and responded to the scene, where both subjects were taken into custody without further incident and remanded to Mat-Su Pretrial.

On February 25, 2025, at approximately 1420 hours Alaska State Troopers from Tok responded to Mentasta Lake with VPSOs for a report of an assault. Investigation resulted in AST contacting Norvin Luke, age 57 of Tanacross, at his residence and his arrest for one count of Assault in the Fourth Degree. Luke was remanded to the Fairbanks Correctional Center without incident and held pending arraignment.

On 02/26/2025 at about 0015 hours, the Alaska State Troopers located a vehicle with hazards activated on Jack Warren Road in Delta Junction. The driver reports he ran out of gasoline. Investigation revealed the driver, Samuel Yantsen, age 21 of Delta Junction had been driving under the influence of alcohol. He was arrested for DUI and subsequently provided a breath sample of 0.162%. Per the Court's statewide bail schedule, Yantsen was released on his own recognizance to a sober person.

On 2/26/2025 at approx. 1611 hours, AST responded to a residence near Delta Junction for a active disturbance. Investigation determined Helen Attungana, 44 of Delta Junction, had assaulted family members, and was arrested on DV assault charges and transported to FCC where she was remanded and held without bail.

On 02/26/2025 in the afternoon over the course of about three hours; AST responded to three different MVCs at Mile 185 Parks Highway. Each collision resulted in the vehicle being disabled due to damage. AST would like to remind the traveling public that winter driving conditions still exist. Drivers are reminded to slow down, plan for additional travel time, and give extra following distance to the vehicle in front of them.

UPDATE 2/27: On behalf of the North Slope Borough Police Department, the Alaska Department of Public Safety is identifying Donovan Chappell as the officer who discharged his weapon.
ORIGINAL: On Feb. 24, 2025, the North Slope Borough Police Department requested assistance from the Alaska Bureau of Investigation for an officer involved shooting that occurred in Utqiagvik. A preliminary investigation revealed that NSBPD officers responded to a residence that morning on reports of a domestic violence assault and made contact with 41-year-old Akugaq Leavitt outside the home. Leavitt did not comply with police orders and fled in an attempt to return to the residence. One NSBPD officer discharged his weapon and shot Leavitt. He was pronounced deceased at the scene.
One person inside the residence was transported to the hospital for injuries that are believed to have been sustained during the domestic violence assault. Leavitt had an outstanding warrant for his arrest related to a previous domestic violence incident. ABI investigators from the Mat-Su and Fairbanks responded to Utqiagvik on Feb. 24. The investigation is ongoing.
Leavitt’s next of kin has been notified and his body was sent to the State Medical Examiner’s Office for autopsy. Once ABI’s investigation is complete, the shooting will be independently reviewed by the Alaska Office of Special Prosecutions.
