UPDATE 7/11: The Alaska State Trooper who discharged their firearm during this incident is identified as:
- Trooper Gabriel Holmann, a one-year veteran of the Alaska State Troopers
The Alaska Bureau of Investigation is continuing its thorough investigation into this incident. It will then be referred to the Alaska Office of Special Prosecutions for review.
UPDATE 7/8/24 2:30 pm: The deceased adult male is identified as 67-year-old Soldotna resident Kirk Medak. Next of kin have been notified.
ORIGINAL: On July 8, 2024, at around 12:19 am, the Alaska State Troopers were notified that a man was threatening to kill people with a sword on South Kasilof Beach. State Troopers and Wildlife Troopers responded to the area and located the man near several tents. When they drove up to the area, a man brandishing a harpoon charged at the Trooper’s marked patrol vehicle, the man initially retreated after Troopers ordered him to step back. When the Troopers exited the patrol vehicle, he began to charge at them while still brandishing the harpoon and ignoring the Trooper's commands. One Alaska State Trooper discharged their firearm, striking the man. Despite lifesaving efforts by the Troopers and EMS, the adult male was declared deceased at the scene. His body will be sent to the State Medical Examiner’s Office for autopsy. Next-of-kin notifications are in progress, and his identity will be released once notifications have been made.
The Alaska Bureau of Investigation has assumed case responsibility and is actively investigating the incident thoroughly. Once their investigation is complete, it will be referred to the Office of Special Prosecutions for independent review. The Trooper who discharged their firearm has been placed on 72 hours of administrative leave in accordance with DPS policy. Their name will be released publicly in 72 hours.

On 07/11/2024, at approximately 1929 hours, AST received a report of a domestic disturbance in the area of W. Hess Ln. in Big Lake. AST responded and after investigation, arrested Jessica Skaggs, age 42 of Wasilla, for DV Criminal Mischief in the 5th degree. Skaggs was transported to Palmer Pretrial, remanded, and held without bail.

On 7/10/2024 at approximately 2019 hours AST responded to a disturbance at a residence in Big Lake. Upon investigation, it was found that Amanda Holcomb, 36 of Big Lake, had assaulted a family member. Amanda was arrested, transported, and remanded to Mat-Su pretrial.

On 07/11/2024, at approximately 0108 hours, Alaska State Troopers attempted to conduct a traffic stop on a motorcycle near the intersection of Church and Seldon Roads, when the motorcycle failed to yield and continued to drive until coming to a stop near the intersection of the Parks Highway and Ridgecrest Road. Investigation revealed Brian Bosch, age 40 of Wasilla, was driving a stolen motorcycle while his license was suspended, with no insurance. Further investigation revealed Bosch to be on conditions of release for a previous open felony court case. Bosch was arrested with no further incident and transported to Mat-Su Pretrial Facility, where he was remanded for the charges of Failure to Stop at Direction of Peace Officer in the First Degree, Theft in the Second Degree, Vehicle Theft in the First Degree, Driving While License Revoked, No Motor Vehicle Liability Insurance, and Violate Conditions of Release for a Felony, with no bail scheduled.

On 7/11/24, Bernard Piechula, age 63 of Germany, was cited for catching and retaining (2) Chinook Salmon during a closure. The retention of Chinook Salmon in the Upper Copper drainage was closed by emergency order effective 6/24/24. Piechula was observed by a member of the public with the unlawfully taken salmon, who promptly reported the violation to the Alaska State Troopers. AST would like to thank the public for their assistance by promptly reporting violations.
