On 7/14/24 at approximately 1925 hours AST Matcom 911 Dispatch received a report of a disturbance in Palmer. Investigation revealed that, Howard Bartko (72) of Palmer, had gotten into an altercation with family members. Howard placed his family members in fear of physical injury. He was arrested, transported, and remanded at Matsu Pretrial on charges of Assault 4 x2.

On 07/14/24 at 2109 hours, the Alaska State Troopers were notified of two individuals passed out in a car, in a driveway in Wasilla. AST responded and contacted the driver. The investigation revealed that the operator, Jonathan Gregorio, age 49 of Wasilla, was under the influence of alcoholic beverages. Gregorio provided a sample of his breath, which resulted in a .340 BrAC. Gregorio was arrested and remanded at Matsu Pretrial for driving under the influence.

On 7/15/2024 at approximately 0450 hours, AST received a call for a disturbance in Wasilla. When Troopers arrived, they located Jarek Horn. Investigation revealed Jarek was in violation of conditions of release. He was arrested and remanded to Mat-Su Pretrial and held without bail.

On 07/15/2024 at approximately 0149 hours, the Alaska State Troopers conducted a traffic stop in the Fairbanks area. Troopers' investigation determined that Christopher Miller committed the crimes of Burglary in the 2nd degree, Vehicle theft in the first degree, Criminal Mischief in the 3rd degree, Failure to stop at the direction of LEO (felony), Theft in the 2nd degree, and Misconduct Involving a Controlled Substance in the 5th degree. Christopher was booked in FCC.

On 07/14/2024 Troopers received a report that Caleb Culver was at a property Caleb was prohibited from being at by court-ordered protection order 4FA-24-00434CI. Troopers contacted Caleb at the address and placed him under arrest for violation of a protection order. Caleb is remanded to the custody of Fairbanks Correctional Center for one count of Violating a Protective Order, AS 11.56.740(a)(1), a class A misdemeanor crime.

On 7/14/24 David COLEMAN, 54 YO of Big Pine California and Dustin KEEN, 45 YO of Cameron Park California, were both issued citations by the Alaska Wildlife Troopers, Wrangell Post. Coleman retained 2 undersized King salmon measuring 16 ½” and 16 15/16”. Keen also retained 2 undersized king salmon measuring 19 ½” and 26 ½”. Both men were issued citations for retaining undersized king salmon with a bail set at $420.00 for each individual in the Wrangell Courts.

On 07/14/2024 AWT contacted Jack Haussner and Mathew Magnuson, both of Minnesota, at the Moose River, Kenai River Confluence. Jack was observed snagging and retaining a sockeye salmon and Mathew failed to have his license in his posession. Both parties were cited and one fish was siezed for charity.

Investigation revealed that Brent Moody did not have a 2024 Sportfishing license in his possession. Brent Moody was issued a bailable citation.

Falanisisi Alava, age 41, from Anchorage, was contacted at his campsite. An investigation revealed that Falanisisi had failed to log his P/U fish on his Upper Cook Inlet Permit. Falanisisi was issued a bailable citation for failing to log his salmon.

Judith Cuddy, age 69, from Anchorage, was fishing near Bing’s Landing at a private residence on the river. Investigation revealed Mary Klopfer retained snagged fish. Mary Klopfer was issued a citation for Failing to release snagged fish. A bailable citation was filed with the Kenai Courts.

UPDATE July 18, 2024:
The Alaska Wildlife Trooper who discharged his firearm during the July 15, 2024, incident in Juneau is identified as:
- Sergeant Branden Forst, a 12-year veteran of the Alaska Wildlife Troopers currently assigned to the Juneau AWT post.
The Alaska Bureau of Investigation is continuing its thorough investigation into the incident. Once their investigation is complete, it will be independently reviewed by the Alaska Office of Special Prosecutions.
ORIGINAL: On July 15, 2024, at 1:11 pm, the Juneau Police Department was following up on an assault that occurred on July 14, 2024. An officer contacted 35-year-old Juneau resident Steven Kissack, during the contact Kissack produced a knife and refused to follow orders from the officer. The Juneau Police Officer requested additional law enforcement officers in the area to respond for assistance, and a Juneau-based Alaska Wildlife Trooper and several JPD Officers responded to the scene. Officers negotiated with Kissack for several minutes encouraging him to drop the knife he was brandishing, however, he continued to refuse commands. Juneau Police Officers deployed less-lethal bean bag-style rounds to encourage Kissack to comply with the orders of the officers. Kissack continued to refuse commands and charged officers while brandishing the knife. Multiple law enforcement officers discharged their weapons, striking Kissack. Despite lifesaving efforts by law enforcement on the scene and EMS, Kissack was declared deceased at a Juneau area hospital. No law enforcement officers or bystanders were injured. Kissack’s body will be sent to the State Medical Examiner’s Office for autopsy. His next of kin have been notified.
The Juneau Police Officers who discharged their weapons have been placed on administrative leave. The Alaska Wildlife Trooper who discharged their weapon has been placed on 72 hours of administrative leave in accordance with DPS policy, and their name will be released in 3 days.
The Alaska Bureau of Investigation is the lead investigating agency. They are responding to Juneau and will conduct a thorough investigation into the incident. Once their investigation is complete, it will be independently reviewed by the Alaska Office of Special Prosecutions to determine if the lethal use of force was justified.
