    On 2/82025, at approximately 1855 hours, troopers were dispatched to a residence near Herman Leirer Rd in Seward for a domestic disturbance. Investigation revealed that Patricia Heim, age 79 of Seward, recklessly placed a household member in fear of imminent physical injury with a firearm, injured that household member, and was intoxicated while doing so. Patricia was arrested on the charges of Assault 3, Assault 4, Misconduct Involving Weapons 4 and remanded to Wildwood Pre-Trial Facility after receiving medical treatment for her own injuries sustained in the altercation.

    On 1/26/25 at 1634 hours, Troopers responded to an address on Stovall Ave in Anchor Point for a report of a disturbance. An investigation showed Emmy Delumeau, 18 of Anchor Point, had assaulted a family member and damaged their property during arguments over the prior night and day. Delumeau had left the residence prior to Troopers arriving and a diligent search failed to locate Delumeau. An arrest warrant for charges of Assault 4th and Criminal Mischief 5th was granted by the court and on 2/10/25 Delumeau was arrested by Officers with the Anchorage Police Department.

    On 2/8/2025, Alaska State Troopers in Anchor Point attempted a traffic stop near Anchor Point road for an equipment violation. The vehicle failed to stop and attempted to elude AST by driving down an off-road trail to the Anchor Point beach. The vehicle hit a frozen waterfall, lost control, and ended up stuck in a ditch. The driver fled the scene, but was easily identified. Numerous charges are pending.

    On 02/10/2025 at approximately 1607 hours, Alaska State Troopers received a report of two people stranded on Portage Lake after a piece of the glacier calved onto the lake. US Forest Service, Girdwood Fire, Army Guard Helicopter and AST Helo 3 responded to the area. While resources were responding, AST receiving news that the involved people were rescued by Good Samaritan ice climbers, and everyone was safe and uninjured. Troopers would like to thank all the responders to this incident.

    Dispatch Text:

    On 02/09/2025 at approximately 1943 hours, AST received a report of a single-vehicle collision near Palmer Wasilla Highway and Truck Rd. During the following investigation, it was found that the sole occupant of the vehicle, Vitaliy Zhuchkov, 34 YOA, had been driving when he lost control of his vehicle and crashed into a tree. Further investigation revealed that Vitaliy was Driving While Under the Influence. Vitaliy was arrested and charged with DUI, Refusal to Submit to a Chemical Test, and Disorder Conduct. He was remanded at MSPT, where he was held on a $500 bail.

    On 02/10/2025 at approximately 0208 hours AST contacted Jeremy Roehl, 46 of Wasilla, in the Pet Zoo parking lot. Jeremy was found to have an active warrant for Fail to Remand OC DUI. Jeremy was remanded to Mat-Su Pretrial and held without bail.

    On 02/09/2025, at approximately 1201 hours AST received a report of a disturbance in the Meadow Lakes area. AST responded and contacted Roger Waters age 61, of Houston. Investigation revealed Roger assaulted three of his family members while armed with a rifle. Waters was arrested for two counts of Assault in the 3rd degree and one count of Assault in the 4th degree. Waters was remanded to Mat-Su pretrial without bail.

    On 02/04/2025 at 1154 hours a Trooper conducted a traffic stop for a moving violation. The driver of the vehicle was Corey Polston. The Trooper developed reasonable suspicion of narcotic activity. K9 Kenny responded to the traffic stop and conducted a sniff. Ultimately a search warrant was conducted and a handgun and 28 grams of suspected methamphetamine seized. This investigation is active.

    From Feb. 2 to Feb. 6, 2025, the Alaska Bureau of Investigation conducted an investigation with help from multiple agencies into numerous historic child abuse cases within the Metlakatla Indian Community. Investigators aimed to look into allegations of child physical and sexual abuse within the community. Investigators also looked into reports of domestic violence committed against adults. Over the course of the five-day operation, 22 children were interviewed. These efforts led to the arrest of three people, who are in custody at the Ketchikan Correctional Center (KCC). Those individuals include:

    • James Leif Caspersen, 68, charges include second- and third-degree Assault, fourth-degree Assault, fourth-degree Criminal Mischief
    • Byron Hayward, 60, charges include third- and fourth-degree Assault, third-degree Criminal Mischief
    • Harry Olsen, 72, charges include second- and third-degree Sexual Abuse of a Minor

    Additionally, ABI’s Technical Crimes Unit/Task Force Dawnbreaker received multiple National Center for Missing and Exploited Children cybertips concerning child pornography allegedly being uploaded from the Metlakatla area from 2021, 2022 and 2024.  An investigation revealed that Caleb Jametski, 30, of Metlakatla, uploaded and distributed child pornography. Jametski was arrested and charged with distribution and possession of Child Sex Abuse Material.  He was remanded to KCC, where he is currently being held.

    Investigators uncovered reports of additional criminal conduct while in the community and those investigations are active and ongoing. Other investigations involving alleged Medicaid fraud are also ongoing.

    ABI would like to thank the U.S. Coast Guard for their invaluable assistance and to the Metlakatla Indian Community Executives, Council and staff for their cooperation and support. Other agencies that assisted include: Alaska State Troopers, Alaska Wildlife Troopers, Department of Health and Human Services Office of Inspector General, Department of Law Office of Special Prosecutions, the Alaska Medicaid Fraud Control Unit, Tundra Women’s Coalition, The Children’s Place, WISH, AWARE and S.A.F.E. Child Advocacy Center.
