On 8/16/2025 AST conducted a traffic stop on a vehicle in the area of Church Rd for an expired registration. The investigation showed that Joshua Mullenix, age 37 of Wasilla, was in possession of methamphetamine with prior guilty felony narcotic convictions. He was remanded to Matsu pretrial where he was charged with misconduct involving a controlled substance in the fourth degree and given no bail.

Jessica Sebeluis 35 YOA of Palmer, was traveling East bound on Palmer Fishhook when her vehicle went off the roadway and collided with Several trees. On 08/17/2025 at approximately 1046 hours, Alaska State Troopers responded to a (R.E.D.D.I) Report near mile 38 of the Glenn highway. Mark Drake 69 YOA of Palmer, was traveling north bound on Glenn highway where it was reported the Red Pickup Truck was swerving in between lanes and almost going off the road. On 08/17/2025 at approximately 01:32 hours Troopers stopped out with a side by side, and the driver was identified as Oleksandr Osiychuk, age 25 of Wasilla. An investigation revealed that Oleksandr was operating the side by side under the influence of Alcohol with a handgun in the glove box. He was arrested and remanded at Mat-Su pretrial for DUI and Misconduct Involving a Weapon in the 4th degree.

On 08/17/2025 at approximately 0222 hours, AST responded to a disturbance in Houston. Troopers arrived on scene, and the complainant told them that a family member, Drew Oakes, was inside his residence. Drew was screaming and breaking things inside the complainant's house. The complainant called 911 because Drew slammed a door in his face multiple times, causing him to fear that he would be physically injured. Investigation revealed that Drew caused approximately five thousand dollars in damage to the residence. Drew said that it was for an acting position, and he was breaking the windows for the glass-breaking scene of the horror movie.
Drew Oakes was arrested for Criminal Mischief 3 (DV) and Assault 4 (DV). The Drew was transported and remanded at Mat-Su pretrial, where he is held without bail pending arraignment.

On August 16, 2025, the Alaska State Troopers took a report from (Victim 1 and Victim 2) of a Red Chevy Truck and a white Ford F350 Truck being stolen from a residence on O'Leary Road. The vehicles were located and recovered by AST at a residence on Chena Hot Springs Road belonging to (Victim 3). Victim 3 had been out of town for months. During the investigation AST discovered that Mark Donovan (age 38) had broken into the residence of Victim 3 and was living there. While on scene AST also discovered a 1984 Chevy Celebrity belonging to victim 3 was missing from the property.
AST also located numerous credit cards, personal items, and identifying documents belonging to Victim 4 inside the residence Donovan had been occupying (Victim 3’s).
AST later discovered Victim 4 owned the residence next to Victim 3, and Victim 4 also had been out of town for months. A check of Victim 4’s residence revealed a 1990 Chevy Pickup, a Yamaha Motorcycle, and numerous items belonging to him had been stolen. The Yamaha Motorcycle, his personal items, and credit cards were located at Victim 3’s (where Donovan had broken into and was staying).
On August 18, 2025, Mark Donovan was contacted driving the stolen 1984 Chevy Celebrity on Chena Hot Springs Road and arrested after a brief standoff.
AST has since recovered all five stolen vehicles.
AST also obtained video footage of Mark Donovan using Victim 4’s Credit cards at various stores around town.
Mark Donovan was at the time of these crimes out of jail on conditions of release for a previous Burglary 1, Vehicle Theft 1, and Theft II case (4FA-22-02274CR).
On August 27, 2025, a Grand Jury Indicted Mark Donovan on two Counts of Burglary in the 1st Degree, five counts of Vehicle Theft in the 1st Degree, and five counts of Theft of an Access Device.
Mark Donovan has been remanded at the Fairbanks Correctional Center on his twelve felony charges.
This investigation is ongoing.

The initial report indicated one vehicle was on its side. Upon arrival, emergency medical services were not required as all occupants were uninjured. The at-fault driver, who was making a left turn on a green light, failed to yield to an oncoming vehicle. No injuries were reported, and all occupants declined medical attention from EMS.

Following the investigation, the driver, Drayden Manns, age 20, was arrested for DUI. Drayden was remanded to the Fairbanks Correctional Center without incident.

On 7/21/2025 at approximately 1142 hours, Alaska Wildlife Troopers were patrolling the Kenai Beach. Bruce Manley age 73 from Kasilof was contacted Commercial Dip netting. Investigation revealed Manley was fishing in a closed area. A mandatory court appearance was filed with Kenai Courthouse.
