Location: Nikiski, AKType: Disturbance / SWAT ActivationDispatch Text:
On 7/18/2024 at approximately 0755 hours, Alaska State Troopers responded to a reported disturbance at a residence in Nikiski. Investigation revealed Kristen Kenneth Requena, age 37 of Kenai, was refusing to leave a residence, after being repeatedly asked by the homeowner. He was in mental health crisis and experiencing drug induced paranoia. The Mobile Crisis Team (MCT) from Nikiski Fire Department responded and negotiated with Requena for over 90 minutes. His erratic and aggressive behavior continued to escalate. He was armed with a knife and noncompliant. Less lethal bean bag rounds were used in attempt to gain compliance, but were unsuccessful. Requena barricaded himself in the residence, resulting in Southern SWAT being activated He was ultimately apprehended with minimal additional use of force, and no injuries. Requena was remanded at Wildwood Pretrial Facility for Criminal Trespass 1st, Disorderly Conduct and Misconduct Involving Controlled Substance 5th.

On 07/17/2024 at about 2224 hours, the Alaska State Troopers received a report of a vehicle which had drove into the ditch area at the intersection of D-1 and D-2 Loop Road. AST responded to the area and it was found that the driver had fled the area on foot. On 07/18/2024 at about 0001 hours, AST contacted the driver as they exited the wooded area on D-1 Loop road. Investigation revealed that Jeannie Wills, age 50 of Ketchikan was operating a motor vehicle while under the influence of alcohol. Further investigation revealed that Wills was over twice the legal limit. Wills was arrested for DUI and remanded to Ketchikan Correctional Center. AST would like to thank the concerned citizens who reported the REDDI and the fast response of the Alaska State Park Rangers who assisted with the investigation.

On 07/13/2024 at about 2317 hours, the Alaska State Troopers received a report of a single vehicle motor vehicle collision near the intersection of Strawberry Road and South Point Higgins road. Investigation revealed that Kenedi Bolton, age 18 of Ketchikan was operating a motor vehicle while under the influence of alcohol. Bolton was arrested for DUI and remanded to Ketchikan Correctional Center. AST would like to thank the concerned citizen who reported the accident and the North Tongass Volunteer Fire Department for their fast response and assistance.

UPDATE 7/23: On July 19, 2024*, the Alaska State Troopers were notified that the operator of the ATV died at an Anchorage area hospital as a result of the injuries she sustained in the collision. The operator is identified as Erica Ball, age 49, of Anchor Point. Next of kin have been notified.
ORIGINAL: On July 16, 2024, at 8:50 pm, the Alaska State Troopers were notified of an ATV rollover on Anchor River Road. Troopers and EMS responded to the scene and transported the adult female operator and sole occupant to an area hospital with serious injuries. The investigation into the circumstances surrounding the collision is ongoing.

On 7/17/2024 AST responded to the area of Holden Road for a past occurred disturbance. Throughout the investigation Troopers learned Steven Paugh (34) of Fairbanks assaulted a household member. Also, while conducting the investigation, Steven sent threatening messages to the household members' family. Steven was later arrested and remanded at FCC without incident.

On July 17th, 2024, at approximately 2207 hours Fairbanks AST observed a four-wheeler traveling Southbound on University Avenue. AST observed the driver of the four-wheeler fail to stop at a steady red light at University and Airport. A traffic stop was initiated. The driver failed to yield and began to drive recklessly. The pursuit was discontinued.
A short time later AST located the four-wheeler near Phillips Field Road. Another traffic stop was initiated and the driver failed to yield a second time. The four-wheeler came to a stop on a bike path nearby. Both occupants attempted to run, however were apprehended a short distance away.
The male driver was identified as Koali'i Zimmer. The female passenger was identified as Cucuaq Katcheak.
Koali'i was arrested and remanded to FCC on one count of Fail to Stop at the Direction of a Peace Officer in the First and a Probation Violation. Cucuaq was arrested and remanded to FCC on an outstanding warrant.

UPDATE July 18, 2024:
The Alaska Wildlife Trooper who discharged his firearm during the July 15, 2024, incident in Juneau is identified as:
- Sergeant Branden Forst, a 12-year veteran of the Alaska Wildlife Troopers currently assigned to the Juneau AWT post.
The Alaska Bureau of Investigation is continuing its thorough investigation into the incident. Once their investigation is complete, it will be independently reviewed by the Alaska Office of Special Prosecutions.
ORIGINAL: On July 15, 2024, at 1:11 pm, the Juneau Police Department was following up on an assault that occurred on July 14, 2024. An officer contacted 35-year-old Juneau resident Steven Kissack, during the contact Kissack produced a knife and refused to follow orders from the officer. The Juneau Police Officer requested additional law enforcement officers in the area to respond for assistance, and a Juneau-based Alaska Wildlife Trooper and several JPD Officers responded to the scene. Officers negotiated with Kissack for several minutes encouraging him to drop the knife he was brandishing, however, he continued to refuse commands. Juneau Police Officers deployed less-lethal bean bag-style rounds to encourage Kissack to comply with the orders of the officers. Kissack continued to refuse commands and charged officers while brandishing the knife. Multiple law enforcement officers discharged their weapons, striking Kissack. Despite lifesaving efforts by law enforcement on the scene and EMS, Kissack was declared deceased at a Juneau area hospital. No law enforcement officers or bystanders were injured. Kissack’s body will be sent to the State Medical Examiner’s Office for autopsy. His next of kin have been notified.
The Juneau Police Officers who discharged their weapons have been placed on administrative leave. The Alaska Wildlife Trooper who discharged their weapon has been placed on 72 hours of administrative leave in accordance with DPS policy, and their name will be released in 3 days.
The Alaska Bureau of Investigation is the lead investigating agency. They are responding to Juneau and will conduct a thorough investigation into the incident. Once their investigation is complete, it will be independently reviewed by the Alaska Office of Special Prosecutions to determine if the lethal use of force was justified.
